Minutes of the meeting held Monday 5^th September 2016

In the Town Hall, Station Road, Dalton in Furness at 7pm

1. Apologies Cllr W Maddox

2. Minutes of the Previous Meeting The minutes were approved as a true record of the meeting and the Chairman was authorised to sign.

3. Declarations of Interest Councillor Thurlow declared an interest in any matters relating to Barrow Borough Council in particular planning matters and any matters relating to Dalton Community Association.

Three members of Dalton Carnival committee, Jamie Samson, Neil McDougal and Darren Herbert, attended the meeting to ask the council for help with staging the Carnival next year. Despite poor weather the 2016 carnival raised enough funds to enable the committee to hand out £2,500 to local charities. Mr Herbert pointed out that it was becoming harder every year to attract enough people to help with the event and that should the event be lost it would be unlikely to ever be reintroduced. The committee will be raising the profile of the event but need help with marshalling of the day of the event and volunteers to help with other duties. Councillors were happy to undertake collaborative working and advised that specific requests for help could be passed through Councillor Ronson who is representing the council on the carnival committee.

4. Police PCSO Sam Thomas attended the meeting representing Dalton Policing Team, crime figures for July and August were reported as follows: Anti-Social Behaviour – July 13, August 15, Burglaries July 0, August 0, Non Dwelling Burglaries July 0, August 2, Criminal Damage July 6, August 5, Theft July 5, August 7, Assault July 9, August 5, Drugs 0. PCSO Thomas reported that the speed indicator had been out on Abbey Road close to Furness Park Garage at the request of the council and that the 85^th Percentile had shown a speed of 39.3mph.

5. Reports from District/County Councillors

Barrow Borough Local Plan Drop In Event - Councillor Colver and Councillor Ronson were nominated to attend the drop in event to represent the council. A report will be made at the council planning meeting.

Mayors Report – Councillor Perie gave the Mayors Report.

Matters Arising

(a) Electricity North West – North West Connections Project - The Town Clerk is to contact North West Connections to rearrange the presentation which was cancelled in December 2015 due to flooding.

(b) Parish Council Co-ordination Group – The Town Clerk is to contact the group to ascertain their aims and objectives before a decision is made to join the collection of parish council opposed to the proposed ‘super’ pylons.

(c) Co-Option to Council – Statement from Councillor Maddox. Councillors noted the contents of the letter from Councillor Maddox.

(d) NuGen – Letter received from Barrow Borough Council inviting the council to send a representative to a meeting with Nugen. It was agreed that Councillor Maddox be asked to represent the Council at the meeting.

7. Correspondence

(a) Ms S Mitchell – Councillor Thurlow had receive a letter from Ms Mitchell about various issues affecting Dalton, Councillor Thurlow is to deal with County matters and the Town Clerk is to deal with the matters relating to Dalton Town Council.

9. Young Ambassador The Town Clerk reported that there had been no applications received for the position to date. Councillors agreed that an approach be made to the local cadets and scouts.

10 Citizen of the YearAt one time the Town Council made an annual award to one person nominated by members of the public, however this had been suspended due to a fall in the number of nominations, councillors agreed that the award be resurrected and advertised with a closing date of the end of October.

The invoices had been checked and signed off by Councillor Gibson prior to the meeting.

Councillors approved payment of the invoices.

The Town Clerk reported that the internal auditor had now retired and a new person would need to be appointed for the 2016/2017 year. The Town Clerk is to check regulations on using a local accountant before the matter is discussed further.

2. Declarations of interest

Councillor Thurlow declared an interest in any matters relating to Barrow Borough Council in particular planning matters and any matters relating to Dalton Community Association. Councillor Maddox declared an interest in any matters relating to Barrow Borough Council.

3. Official Response to Barrow Borough Council Draft Local Plan

Councillors Ronson and Colver had attended the drop in event at Dalton Drill Hall represented the council and gave a comprehensive verbal report. The Town Clerk is to provide each councillor with a copy of Councillor Colvers notes along with a copy of the relevant pages of the booklet listing objections received by the Borough Council before the next meeting for consideration. It was agreed that the initial representation to be made to the Borough Council would be based on the way the required number of properties across the Borough was calculated.

5. Proposed Cement Plant at Lindal Councillor Maddox gave a verbal report on the recent Parish Liaison meeting which included a discussion about a proposed Cement Plant at Lindal. Following discussion it was agreed that the Council support Lindal Parish Council and make an objection to South Lakeland District Council about the proposals. If the plant gets planning permission, when cement production commences up to 35 wagons of limestone from Stainton Quarry would be used which would have an effect on Dalton. The Town Clerk is to check if weight restrictions through Dalton are still monitored by the Highways Department and report back to the next meeting.
